if pmv not granted-what is wait time to apply different options?

what would be the solution when we are determined to be together? we are waiting on a pmv to go to OZ - if for any reason (always good to have a plan B in life) what are options for people? for example if we want to do a Tourist visa and marry then apply onshore for partner visa is there a visa wait time in between the pmv denial and that? or is there another visa and option..we are determined to spend the rest of our lives together..and want to know all options Thanks
