Post American boyfriend with a conviction

Hi!

My boyfriend is American and he has just come off of probation (with no jail time served) by an incident that happened when he was 16. He had a 13 year old girlfriend at the time they had grown up together and were in 'puppy love' for a majority of their lives. when the time came to it, she wanted to have sex. It was consensual, but the parents found out and the mother pressed charges.

He is now 19 and has come off in Jan 2017 this year. He and I plan to wed in 2019 but I want him to come to Australia before anything to meet my parents but we are worried he will be denied a visa.

Would applying for an ETA give us a straight answer of 'yes he can come' or 'no he can't' kinda thing? Or would we need to apply for an actual visiting visa?

Thank you for taking the time to read my message and respond.
