Smile Functional Enlglish

Hi there,
We have aplied 190 visa and my partner is secondary applicant.who studied 1 year full time Diploma and 1 year full time MBA from UK and also she had worked more than 3 years in this case does she need IELTS for function english? Can anyone help me to sort it out my doubt.Thanks
