TSS to 186 direct entry

Just wanted to clarify something about the new TSS visa that is coming in March 2018. My wife and I are on the new short term skilled list but not medium to long term list. This site (pocket legal dot com dot au) says for the short term skilled list:

"RENEWAL: There will be a maximum duration of 2 years, with an option for only one renewal for a further 2 years. Unlike the current 457 visa, this stream will not lead to permanent residency 186/187 visa, either via the transitional or direct entry stream."

Looking at the 186 visa we are both eligible for direct entry based on our occupations. This is ok but I know it is more difficult to secure this visa straight away.

My question is, is the above correct, meaning we can only do one or the other?

E.g. a) straight to 186 direct entry
Or b) upto 4 years on TSS but then with no route to 186 visa via any stream.

I ask as we were hoping to move over on a TSS (or 457 as it is now) and then find sponsorship via a direct entry 186.

Thanks in advance.

After further research I can see that come March 2018 PR through 186 will not be an option for us as we are not on the medium to long term skilled list.

So to change my question slightly, if we lodged an application for a 186 visa now (or even Feb 2018), does anyone know if the application would remain valid post March 2018 or will it be likely that any applications that haven't been fully processed come this date will be nullified? (Conscious the application can take up to a year)

This seems like our only option now.
