489 Viza...IT work opportunities outside of city centers

Hi there - I would appreciate any constructive inputs on the following: if we go with this viza...with me as the main applicant there is apparently a work outside city centers restriction for 2 yrs...45 min drive outside. Are there work opportunities for my husband who is highly experienced in global IT contracts outside of the city centers e.g. Sydney regional areas? (He is 50+ yrs...hence the viza challenge). Thanks
