Demonstrate commitment to Victoria

Hi,
We applied for State Sponsorship for Victoria (visa 190) from offshore. We were in Australia under 457 work visa for 2 years (in Sydney) until recently.
Anyway, they have rejected our application and asked to re-apply in 6 months. The reason is stated as ... it has been determined that your application did not adequately demonstrate your commitment to Victoria.

Surprisingly, there was nowhere in the online application process where I was asked to supply information demonstrating commitment to Victoria. If it is that important, I am surprised why I was not asked to submit !

Is there a standard format for Victoria ? I have also seen some documents ('Statement of Commitment') people have posted on websites for applications to ACT. Do I require to prepare & submit a similar type of document (though they are not asked) ?

Finally, how is it possible to have the update with regards to how many invites from a skill category are left ?
