how long it takes??

Hi all,
I applied as skilled migrant through state of South Australia and was granted sponsorship in June 2012. CO was allocated in July 2012 and I am waiting for an outcome from CO for 13 months now. In april I was told it has gone for security checks, does that mean my form 80 the rest was approved? how long do security checks take? I has applied under 176 from Dubai but I am a Pakistani citizen living in Dubai.
Any insight, feed back will be appreciated.
