Too late for Occupation ID 2613?

Hi, I'm 26 years old, have done MscIT and have five years experience as software developer.

I've IETLS exam on Nov 9. I'm going to submit for EOI as soon as I get my document verified and get my IETLS result.

However I came across immi.gov.au/skills/skillselect/index/reports/report-2013-8-5/ and my occupation will receive EOI on pro rata basis.

This is also mentioned:
2613 Software and Applications Programmers 60 2013-05-28
00:00:49.197 which I didn't understand at all.

So what does this mean and am I too late to apply? When will the new ceiling be in place?
