Tourist Visa

I am wondering if any one has had any experience in a similar situation. I am an Aussie who has married a Zimbabwean and we are living in Zimbabwe. We have in the past applied for a tourist visa for him to visit before being married and all were denied as they don't believe he would return to Zimbabwe. Our plans are to live in Zimbabwe not Australia, but we would like to be able to travel to Australia for Xmas.
He owns a car. I also work, but for an Australian company. We don't own a house but are in a long term lease agreement. How do we prove to immigration his intent to return to Zimbabwe? Is me being a temporary resident til Sep 2019 (before being eligible for permanent residency) enough to show intent to return?

My touristic visa was also rejected with the same reason, and then I investigated through the clerks working in the consulate and learned that:

1-I should have shown a total amount covering all days I would stay in Australia, they expect something like AUD 150/200 per day of our stay. And this money shouldn't be borrowed from a bank etc. It should be our own saving. So 3 months bank account statement should show that amount, and this proves that person has enough salary to afford this trip.

2- If we have own house/property or other investments or responsibilities in the country we live. Those have to be submitted with all legal papers of course.

3- If we have a strong letter from our boss/company which confirms that we will return and continue to work for the company. and then can mention about our caracter like how we are responsible person and devoted to our job etc. also about a project that we are directly responsible. So this will show the company needs us.

So these 3 elements strongly prove that the person will turn back to his country.

In the meantime, after 1st application is rejected , second application is a bit tough as they will check carefully/request more details. All info should match with previous applications, and if your (financial) conditions are the same then you shouldn't apply again until your conditions are change. Otherwise you will be rejected again.

Some applicants will never get a Visitor Visa to Australia.

You will now need a very good application to have a chance of a visa to be approved.

Have a read of this -

I would recommend using an Australian based Registered Migration Agent, we did after our first application was refused and the second application was excellent (shame they did not read it!). In the end we had to leave a kid behind.
