E-lodge of Visa Subclass-475

Visa Subclass-475
Granted state sponsorship by NSW-Northern inland regional development board with concesional English. Score overall 6.0 but not in each band. So i dont need to pay english training fees as per DIAC new rules effective from 1 July 09. But at time of DIAC e-lodgement if I select "NO" in field of
English Language training:
Have you paid a fee for an English language training course in a State/Territory in which acceptable arrangements exist?

Then the filed
Applicant language ability:
What is your language ability: Proficient and Competent ...............only appeared and there were no Concesional Competent option.

In that case what should I select...........?????

Concesional Competent only appeared if i select "yes" in English Language Training option. But I dont have to pay the language training fees as per new changes at DIAC concesional english rules.

I am about to lodge at DIAC but got stack at above point.

Plz suggest me.

In the paper application notes for english level at Q29 it says for competent or concessional competency to enter the TRF No.
If you do that you do not I expect need to put anything about training.

On the E application on first language reference page - https://www.ecom.immi.gov.au/visas/app/uu/cs it again just asks for the TRF No. [data entered just as example].

I didn't go looking further and I'd go one step further and attach a certified copy of the test form but it could be numbers are coded for level attained.

If further on there is somewhere on what you refer to, I'd still just nominate competent seeing as concessional competency is just a form of competent.

You could always email immi but be very specific in respect your request, having a link if possible and keeping questions on a dot point basis of one line.

I have mailed DIAC and waiting to get reply. Are they used to take time to reply? I assumed as you say so. Concesional competent may refer still competent but i need a DIAC reference b4 to lodge. Isnt it?
