Indonesian Parent Statutory Declaration

Hi everyone,
My name is Lisa, and I'm a permanent resident in Australia.
I have a question I hope anyone could help me.
Any comment is really appreciated in this lost moments!

So I'm in the middle of preparing spouse visa for my husband (who currently live in Indonesia). We've officially married in Australia July 2017, and in order to satisfy the "living-together-in-some-period-even-though-you-have-been-married" requirements, we would like to ask his mother to make a statement for us, as we have lived together for 1 year in his mother's house, but we don't have too much evidence to proof it (cause it was all happens in 2015 to 2016).

My questions are:
1. His mother couldn't speak/write english sentences by herself, she didn't even has a passport. Is this still possible to be done?
2. If yes, can you please share to me how to do this? Can we ask a any public notary or lawyer to witness her writing her statement in Indonesian Language and then get the documents translated by sworn translator? Or this is only possible to be done infront of Australian Consulate for Indonesia? (We're looking other option than going to the consulate, because it is pricey, and we need to fly to different city just for a piece of paper)
3. If no, is there any other option? Can a siblings over 18 of age with a passport make the statement instead of her? Since all the bills are under the mother's name.

You have lots of important questions that need to be answered and presented to the Immigration Department in a clear precise way. I recommend that you consult with an experienced Registered Migration Agent to make sure that you get it right first time.
