Smile Visa Subclass 476

Hello everyone

I want to apply for visa subclass 476. I will be traveling soon for holiday to Malaysia. I'm planning on getting a 3 months tourist visa then take the IELTS and apply for visa 476 from there. Can I do that? If I get my visa approved, can I travel from Malaysia to Australia even though I'm a tourist in Malaysia?
