cdninoz- That used to be the case with BVA but they have changed it (as of November last year, I think) so that it gives full work rights when you apply for 820/801. And you can definitely go back to an employer once your BVA is active.

Also, if you are still on your BVA with the 8547 (or even while you held your WHV) you can apply to have the 6 month restriction removed.

cdninoz, as Whitney stated above, this changed late last year. It is no longer the case that BVAs carry the same restrictions.

Original Nationality: US
Visa #1: PMV (300) through Washington, D.C
Applied: April 2013.
Visa Granted: January 2014.
Visa #2: Subclass 820 (From PMV).
Applied: End of April 2014.
Visa Granted: Early July 2014.
Visa #3: 801 (PR)
Eligibility Date: End of April 2016 (Applied a month prior).
PR Granted: Early April 2017.

I have a slightly related question.

I came over to Australia at the beginning of July 2013 on a WHV. My partner and I are planning to submit our partnership visa application at the end of October 2013. I have written up a separate stat dec explaining why I came over on a WHV but am now applying for a partnership visa only four months into the WHV. The main reason I cite is because the WHV limits my employments opportunities in the city where my partner lives and in order for us to build a life together, we need to be able to be stable on a fiscal and career level.

Do you think that this stat dec is necessary? Should I add anything else to the explanation? The only reason I chose to include it is because technically you are only supposed to come over on a WHV with intentions of a temporary visit/travel and I don't want our reasons for applying for a partnership visa to seem sketchy.

In conclusion, will this stat dec help or hurt our application?

WHV to 820/801 is really common so I wouldn't worry too much about it if I were you.

When I spoke to immigration they told me you meet a letter from your employer to state they are happy to continue your employment passed the 6 months, and you send this letter in with your spouse visa application with a waive form
