PMV pending and fathers surname not on newborn babyís birth cert

Hi, will this be an issue? Mum and baby overseas, Mum could not put dadís surname on babyís full name on birth certificate because apparently dad needed to physically be there to accept paternity. Will this affect PMV process and citizenship by decent??
