Form 80 - Need help please

Hello everyone , my mom is an Australian sponsoring her partner and needs some help with the form 80. We are applying for the Partner (Provisional) Visa (Subclass 309) and Permanent Visa (Subclass 100)
offshore , from Malta to be exact.

There are a couple of questions such as .

Question 24 : Are you applying for a temporarily visa ?
She is assuming that the answer is no , reason being that the applicant (her partner) will automatically gain the permanent one eventually.

If she ticks yes , an arrival date would need to be filled however she has to wait for the temporarily to be approved first then book the flight etc.

Question 28 : Are you applying for a temporarily visa ?
It's a repeated question .

Any help would be appreciated , Thank you !

We answered No to the question: are you applying for temporary visa.
This was for the 820 visa application.

^ as or above the visa you are applying for is a 309/100 visa, the 100 is permanent.
