A passport is the identity that countries rely on in the absence of identity cards as available in places like the EU for the movement of people internationally, be it immigration or visiting for whatever purpose and systems rely on the identity being valid.

I am not aware of whether the Australian government immigration department has a particular stance on a diplomatic passport being used but I would not be surprised if it attracted interest, ie.
. Is the person still in the diplomatic service? and if not, is the passport still valid if the person in question is no longer in the diplomatic service?, that really a question of the issuing country's policies.

. The next point at issue would be on if the passport was considered valid for use at time of application because a person is in the diplomatic service, would its validity cease on the holder leaving their home country to emigrate and ostensibly cesing diplomatic duties?; for that could have the possibility of the holder being without a valid passport, an possible interesting scenario if the passport was found to be cancelled between leaving home country and transport arriving in Australia.

If that was not to be an issue and it was intended for the diplomatic passport to be used for the application and that a new passport was to be obtained at some stage during the process, then perhaps not a problem.
If another passport was not able to be obtained, that's another situation!

You would be best to use the pre-lodgement query service email provision on the immi site - have a look under 'contact'

and certainly also look at http://www.immi.gov.au/skilled/gener...processing.pdf

Thnx for your reply....
the person is not in the Diplomatic service ( got the passport as a family member of an diplomatic person) so the holder himself is just hold this passport and using it in another country and got a PR inside it , and its valid for 7 years, already passed 3 years, so its valid for another 4 years , so do u think better get normal passport or ther's no problem? realy im confusing

As I've said, to clarify the situation it would be best to email the immi department for though the second country the person is in has accepted the validity of the passport, it will be up to the immigration department to decide in respect to Australian processing.
