Who have to write the reference letter?

I worked 5 years in the same developing programmers group in the same company (A), but depending from another company (B) and with different contracts.
(The company B paid me but i worked in the company A).
Who need to write the reference letter? The chief project (depending from company A) or the boss company B?

If you are referring to reference letters to support assessment for an IT classification the ACS FAQ has some indication of level of information to be included - ACS (Australian Computer Society) - Membership, Professionalism and Leadership for ICT Professionals and the ICT Community

And though not specifying who in particular should provide/sign an experience reference, it would make sense to have whoever in your organisation you have been responsible to in regard to the work you have done to do the reference and if need be cover the relationship structure between paying organisation and the work unit, ie, if all company letters have a letterhead for B but A actually also is a registered company but set up for whatever reasons by B as some kind of subsidiary and references are to be made re A, then declare the relationship or the establishment of A by B is just some mickey mouse arrangement for whatever reason perhaps it is just as simple as having a reference on B letterhead and it starts by stating:
Andrea, employed by B as an XYZ programmer was assigned work in A which was established by B to keep our programming services as a distinctly separate company function.

Then you have the dates stated etc. and the reference goes on to specify what work you were involved in and responsibilities as per the FAQ.
