WHV -> Tourist Visa -> 2nd WHV?


So i am on a Work and Holiday visa right now (462) and I am currently doing my farm work to extend my visa which expires in October.

I plan on leaving australia before my visa expires and heading to mexico for a two week holiday with my mum. While there I plan on applying for a tourist visa to come back to australia and travel up the east coast for a month. (I au paired for 9 months so I did not do any traveling). The thing is I am still unsure if I want to use my 2nd year right away or go home for a couple months and then return.

Say after traveling for a month i decide I do want to use my 2nd year visa and not go home for some time- Would I be able to apply for it while in Australia on a tourist visa? Or I am totally fine if I have to leave the country for some time and head to asia while I wait until it gets approved?

What would your advice be?

I also am aware that nothing is guaranteed and I could get denied say for the tourist visa.
