Is there a way to obtain an investor visa without business experience?

I am 53 years old and I have two small children (and a wife), so I think the only way for me to migrate to Australia is through a business visa (subclass 188). I have the fund necessary (A$2.25 million), and I am ok with buying local state government bonds (as required in the visa application), but I don't have business experience in my own country. In the website it says "have at least 3 years' experience managing one or more qualifying businesses or eligible investments".

Is there another visa that allows me to migrate to Australia without this condition? Again, I am ok with investing A$ 2.25 million in Australia.

The ridiculous thing is that they ask applicants for business experience, but then they want applicants to buy government bonds. Why on earth do you need business experience to buy government bonds?

subclass 188 Investor stream

This provisional visa requires you to invest at least AUD1.5 million in an Australian State or Territory and maintain business or investment activity in Australia.

Is this the visa stream?

I assume the required investment activity would be in the state government bonds?

One of the migration agents on here might be able to help with the right stream for the 188 for you.

I don't deal with business visas a lot, but as far as I know they all require previous business experience.

Maybe contact a Registered Migration Agent who specialises in these types of visas to see what options (if any) there are ?
