Hi everyone nice to have all of you here

is it correct that timing for 309 visa has been decreased from 26 months to 13 months ?

The processing time is update every month based on the previous months peocessing. So yeah it normal

The current processing times are for 309 are

75% Of Visas Processed - 15 months

90% Of Visas Processed - 20 months

It depends which month you compared it to.

Partner (Provisional) (subclass 309).

June 2019
75% processed in under 15 months. (May was 14 months)
10% processed in over 20 months. (May was 19 months)

June 2018
75% processed in under 21 Months
10% processed in over 26 months

June 2019 was definitely faster for most, compared to June 2018.

Looking at the 309 grants on this forum, the processing time for June 2019 grants wasn't too bad.

25% took 5.0 months or less
50% took 8.4 months or less
75% took under 10 months

There is a potential problem though.

The numbers of visa grant allocations are being reduced, and this might result in more refusals, if they tighten the rules to handle the reduction better.

I did read that the good applications might be faster, while the more complex ones might end up taking even longer. (That is apparently already happening in New Zealand)

It would pay to ensure that an application has everything required, and is easy for the immigration staff to understand.

I also saw that immigration do not have to request further info, and can decide a case based on what they have been given.

That could be a way that applications can be trimmed out, if they need to do that.
