Talking Written Statements for PMV 300

I am looking at the PMV information on the official immi website. and i notice that it has been updated since i last looked (about 2 years ago). Its a new layout and the information changes on whether you have selected Sponsor or Applicant information.
to my knowledge, it used to require pretty much the same evidence as a partner visa. Requiring finance, household etc evidence to be approved. Now I look and all that seems gone, and they just require the medical, police check, Birth Cert etc and a written statement commenting on the how you met, plans for the future etc.
Can anyone who has applied recently confirm if the written statement commenting on your relationship needs to be done by both applicant and sponsor or just the applicant? Seems like such a big change that all the applicant does it provide proof of citizenship and police check.

thank you
