Correcting incorrect information using form 1023

Dear all
I am facing this problemof fixing information with regards to my visa 476 which was granted to me almost a year ago. I have to inform DIAC of my compulsory military service which i did not report on the original application, assuming it was only asking for official military service and not the compulsory service.
My application was processed online and it is not mentioned anywhere which center has been responsible for the visa application review process.
Moreover, there is no way to upload the form in IMMIACCOUNT as the visa application status is "Finalized".
Would someone help me where is the proper place or e-mail address to submit the completed 1023 form?
Many thanks in advance,
Kurt

Especially as they ask you to declare any compulsory / conscription based military training / service.

Form 1023 does say:
"Several provisions of the Migration Act 1958 require you to
inform the Department of Home Affairs (the Department) of any
incorrect information that you may have given:

• in your visa application;
• on a passenger card; or
• in response to a notice given to you by the Department
inviting you to comment on possible non-compliance with an
obligation to correct incorrect information.

This obligation remains even if you are subsequently granted a
visa."

The answer I received from the migration office agent was that the department/ officer in charge of reviewing your application must have been happy with the provided data so you don;t need to proceed any correction!
Just after my persistence for correction, she gave me the address to send a completed 1023 form.
But I am not certain whether it will be looked into or not. It has been delivered to the DIAC office in Sydney on last Friday.
