Parent Visa (subclass 103)

If my parents are on medical treatment visas due to my father's health conditions, can they apply for the Parent Visa (subclass 103)
Will this current medical treatment affect the validity of the Parent Visa (subclass 103) application?
Please can someone assisst.

I assume it depends on the nature of the medical treatment. If his health condition is an emergency appendectomy, then it's probably not an issue. If his health condition is a kidney transplant, it may be.

My father had a stoke and he is on medical treatment visa and my mother is a dependant on the visa.
With my father's medical condition, can I apply Parent Visa (subclass 103) for them?
Please can someone assisst.
