Yes, you need to have held PR for at least 12 months before you can apply for Citizenship.

You also need to have been resident in Australia for 4 years.

To satisfy the residence requirements:

You MUST have been living in Australia on a valid Australian visa for the four years immediately before applying.
You MUST have been a permanent resident for at least the last 12 months, before applying.
You MUST NOT have been absent from Australia for more than one year in total, in the last 4 years.
You MUST NOT have been absent from Australia for more than 90 days in the year immediately before applying

ok thank you so much for that, i guess i will have to wait 12 months then

Anyone know about getting divorce in a permanent partner visa ? i'm worried that could affect my PR

Once you have the PR visa, 801 in your case, a divorce would have no effect.

You are a Permanent Resident in YOUR own right. Your relationships are now of no concern to immigration, from the date of the PR grant.

However, if the 'split up' was before your PR was granted, and you had not notified Immigration, as required, then your 801 might have been incorrectly granted.

PR can be cancelled in some circumstances, even many years after being approved.

I want to apply for citizenship by paper.How can I pay for the application costs?
I’ve never had an immi account .Is there another way to pay?

You can either create an immi account and pay thro it or pay at the post office by money order.

Please make sure it is the correct address.

Depends on where you are. I am in Brisbane. If you in another city, then you have to look for the address of that city

Iím in Forster-Tuncurry,NSW .I was in NSW when I applied for my Permanent visa and I had to send my application to Brisbane .Because of that I wasnít sure where to send my application this time.
