That is a New Zealand decision to stop migration into New Zealand via arranged marriages.

Nothing to do with Australia.

While a couple does not need to be married in order to be reunited on a partnership visa in New Zealand, partners must prove they have lived together for 12 months.

In May 2019 this rule was enforced for everyone, with no exemptions.

The Indian community said it was discrimination.
