Citizenship eligibility for children

My 4 years old son has been on PR from October 2016, but in July 2018 he had to depart with his mum to our home country for a personal reason (my wife had to leave australia for 2 years as a committment with AuSaid scholarship). They are expected to be back here in August next year.
I am right that as soon as he is back, I can lodge a citizenship application for him because the website of the department says"Children under 16 do not need to meet the general residence requirement but must be permanent residents."

I actually had my test today, and all good, and the case officer just said the approvel letter will come in a few weeks. I forgot to mention to her that I woul like to travel oversea from 20 Dec to 10 January. Would you think that I should wait 2-3 weeks and see if I receive a letter approval, otherwise calling them and inform about my travelling. Or should I call from now?

Notify the department in writing about your temporary address change and make sure someone clears your mail, or it s held at the post office.
