Any advice for Police Clearances from WA appreciated! (Egypt & Ghana)

Greetings & gratitude to all for this forum! I have found a treasure trove of helpful information here

I have done a search but cannot find anything about two situations for getting two police clearances done from Western Australia. We seem to be a bit of an anomaly out here!

For my spousal (onshore) visa application we have been asked to provide a police clearance for all the countries that my spouse (sponsor) have lived in for the past 10 years & there are a few! But we are having difficulty finding information and help because in WA the State Police have not done fingerprinting for over 3-years so the fingerprinting here for the required forms are done by an agency - but the people we talk to in Sydney and Canberra don't appear to be aware of that, so it is creating some challenges for us

The two situations that involve (1) Egypt and (2) Ghana are as follows:

(1) The EGYPTIAN fingerprint form we received (after much ado) has the photo of my spouse or "the person in question" but not their signature. It also has their personal details, ID info and their fingerprints (inked) along with the name, stamp and signature from the technician of the agency here that performed it.

According to the Egyptian consulate instructions - if the fingerprints are NOT done by the state police then the fingerprint form MUST be "authenticated" by DFAT. According to DFAT the form MUST be "authenticated" by a Public Notary if it is not completed by the state police. We took the form to a Public Notary and they have no idea what they are supposed to do with the form as they cannot verify a signature of a person (the fingerprint technician) or agency that is not presenting their credentials in front of them and since there is no signature for the person in question (only a photo) they can only verify that the photo is in likeness of the person in question - however they cannot verify that the agency or fingerprints are legitimate because they did not watch the fingerprinting process and do not know the agency.

When we called DFAT back to ask for help they said sorry we can't help you if you cannot get the form notorised. When we called the Consulate they just repeated the aforementioned requirements.

So no idea what to do at this point, because if DFAT and the Egyptian consulate can't explain what to do then who can?

2) As for the GHANAIAN clearance - well we are looking for advice on how to get that accomplished as well.

The website that Australian Immigration links to for this country is no longer valid (404 error). We have called the Ghanaian consulate in Perth to ask for help and guidance - which they have declined to offer suggesting that we search online to apply through "The Police website". We have found the website but cannot find anyway to request, pay and submit a police clearance from overseas (ie: online).

We have tried messaging the Ghanaian police through their social media accounts as well as their official website email with no response.

When we call the Embassy in the East they also advise us that they "don't have anything to do with that".

The only information we can find online involves making an application in person or via friend/relative in Ghana whom we do not have.

Any suggestions or information to accomplish these police clearances would be helpful. I am aware that we can send a message to IMMI stating that we "attempted" to acquire the police clearances but were not successful, however we were 4-years in Egypt so I am worried this will be a problem. We were only 14-months in Ghana, and if we add in the time we were away in Canada and Australia, we might be able to convince them we were "resident" there for under 12-months, so this is less of an issue as the Canadian police clearance we have requested will cover this period of time as well.

Any advice is appreciated!
