PMV to 309

My fiancé and I are considering to get married, this would mean we need to change our visa 300 to 309. Our predicament is that we don’t want to reside in his country (syria) we are considering getting married and staying in a neighbouring county - ideally Turkey (for now). If we go ahead with this plan, could we submit our application in Ankara Australian embassy? Or would we still need to use the Beirut embassy as our 300 was initially lodged there?

Usually, an application is processed at the AHC in applicant's country of residence. Since you are updating an existing application from 300 to 309, it will not be considered as a new application. If applicant's country of residence change from Syria to Turkey, it is likely that the current AHC may continue processing the application. However, it is a possibility that the AHC may decide to change the processing office to Turkey.

You will not be submitting a new application as such, so it is out of your hands where the sc.309 will be processed after you switch.

As a side note to the previous poster: There are no AHCs in Turkey, Lebanon or Syria. You only find AHCs in Commonwealth countries.
