Question Regarding PMV 300 visa application

Hello there
I lodged my application over 2 months ago.
I'm from Iran(m) and my partner is an Australian(f) citizen.
I lodged my application whilst I was on a tourist visa in Thailand.

Based on Australian Embassy in Iran :

New visa processing offices:

Amman: Visitors, Students, Transit and Temporary Residence visa applications

Ankara: Citizenship by Descent

Beirut: Non-Afghan Partner, Prospective Marriage and New Zealand Citizen Family Relationship (Temporary) and all Child visa applications

Dubai: Afghan Partner and Prospective Marriage applications
Here are my questions :
Does it really matter which country you lodge your application from ?
Does my application go to Beirut office or some other office related to Thailand?
Is there any way to understand where my application is without emailing the office ?

Applications can be processed anywhere.
