Subclass 190 - Qualification points without bachelor

Hey guys

I hold 1 AQF advanced diploma and 2 AQF Masters Degrees all assessed by VETASSESS.

On the DHA website it says that in order to claim 15 points I would need "At least a Bachelor degree from an Australian educational institution or at least a Bachelor qualification, from another educational institution, that is of a recognised standard."

Do you know whether I can claim 10 or 15 points based on my qualifications?

Thanks
Kevin

If you hold a recognised masters in any discipline you can claim 15 points.

Thanks wrussell, would you have a link or a reference that backs it up?

I had a conversation with my agent and below are 2 of her response:
I still can't believe it though, I do believe that logically I should be able to claim 15 points.

Unless VETASSESS specifies that the qualification you have is comparable to an Australian bachelor, the approach required by the Migration Regulations is to claim 10 points as there is no mention of an underlying bachelor degree to claim those 15 points. You may wish to contact VETASSESS to discuss whether they would be able to provide some advice (or an updated assessment) which refers to a bachelor level equivalent for your Diplome.

The issue with claiming 15 points is that the migration framework requires there to be a bachelor degree underpinning the masters. All points claimed in the EOI must be backed up once an application is lodged. In my opinion, it would be too risky to seek to claim those full 15 points without a clear statement from VETASSESS that your qualifications are equivalent to at least a bachelor.

VETASSESS consult the CEP.
You could search CEP and schedule 6D.

I've spoken to VETASSESS and they refuse to add any mention of Bachelor degree (following the CEP framework) unless I'm able to provide a certificate.

As for the schedule 6D72 this is what it says to be granted 15 points:

At the time of invitation to apply for the visa, the applicant had met the requirements for:
(a) the award of at least a bachelor degree by an Australian educational institution; or
(b) the award of at least a bachelor qualification, by another educational institution, that is of a recognised standard

Now I'm not sure what they means by "at least bachelor degree". Does it mean "Bachelor degree or higher"?

Yes.

VETASSESS would not know which way was up and it looks as if your agent would not either.

I have advised you where to look.
