No further stay:

If you have a No Further Stay condition on your student visa, and you're married to your Australian partner, can you travel out of Australia and enter another country (New Zealand for example) and apply for the permanent partner visa for Australia and then return to Australia on that same student visa you have while the permanent one is processing?

In summary, can you apply for the permanent partner visa for Australia in another country with the No Further Stay condition on your current visa?

So really the No Further Stay condition only prevents you from applying for more visas inside Australia. You can apply for more outside of Australia even if you are still on that visa with the NFS condition?

Yes.
The condition states:

A 'No Further Stay' condition prevents visa holders from applying for many temporary and permanent visas while they are in Australia.

They do appear to be. You seem to have to prove that you have no intention of staying permanently.

What if we say that my boyfriend is wanting to apply for it because he thinks that Australia has a lot more opportunities than his home country does in studying and he also wants to see Australia. I live here and he also wants to get to know me and my family better. Would they refuse that?

I thought your current visa would be cancelled once you apply for another substantive visa. i.e. you won't be able to return to Australia on your student visa?
