Covid—can’t go back to home country.. visa options?

Hi everyone!

My mother-in-law still can’t go back to her home country because her flights keep getting cancelled and they are only allowing flights from certain countries at a time.
She is on a 600 visitor visa (multiple entries with 6 month length of stay on each arrival) that is set to expire on the 22nd of June.
My question is, would she be eligible to apply for another tourist visa while in Australia? Cumulatively she would have been in Australia for about 10 months. We have read in a lot of sites that you can’t stay in Australia for a cumulative time of 12 months within 18 months. Just wondering if that applies to all tourists visas? Her only visa conditions were 8101 and 8201 so we are not sure if that also applies to her? What other options does she have if she still can’t go back by the time her visa expires?
