Visitor visa 600 expiring

Hi all
I’m just looking for some advice my mothers visa is expiring this week she’s on a visitor visa 600.
Due to covid 19 we cannot get her a flight out of Australia. And this is the second time we would be applying onshore, the fee is being generated at around $1000 which due to covid we can’t afford.
I’ve heard of some people’s fees being waived does anyone know? How?
Also would anyone know if there’s any other option we can do just until we can get a flight for her?
I’ve been looking at bridging visa E as well if that could be a option?

Where does she want to go? There are flights to most places which don’t cost much more than a second onshore visitor visa, if you look around. Try Qatar airways, who are still getting people home to many places.
