Possible Orphan relative Visa emergency

Hi there,
A summary of our current situation:
My fiance (US citizen), arrived in Australia 3 weeks ago with a PMV 300 visa. We are getting married on 14 June and will immediately lodge application for her Partner visa. Sadly, her father passed away suddenly a few days ago, after her mum passed away last year. This leaves us with a very delicate situation with her 14 year old brother. He is now without parents and an uncertain future. It is too early to make any big decisions but I am trying to arm myself with as much information as I can. At this point, there is a possibility that my fiance and I could become his legal guardian and have him live with us in Australia (if it's even possible).
After some research, I've found there is the Orphan Relative (117) visa. But I'm not sure if my fiance/wife will even qualify as his sponsor as she has only just arrived in Australia herself.
This is a very complex situation and a very uncertain time for us so we would be so grateful for any ideas, suggestions or insight. Thanks very much in advance.

May I suggest that you consult one of the registered migration agents who posts on this forum for an assessment of your possible strategies?
