Functional English

Hi all,
Is completing two years of college towards obtaining a VCE considered as equivalent to having functional English for visa purposes? or the VCE holder still has to show a language test result?
Thanks in advance for sharing any ideas

Hey, I want to know if Functional English only valid for 1 year? I notice all other English requirement has 3-year validation. In my situation I have Competent English within 3 years but more than 1 year, can I use this as proof?
Cheers
G
