Visitor visa refused by case officer's mistake Ankara, Turkey

Hello everybody,
I hope you all are doing well,

I don't know if there is similar case with mine. We applied for my partner visa and visitor visa in February 2020 but my visitor visa got refused.
The refusal letter contains a lot of false information about me (and yes i have provided all the documents needed). It nearly looks like someone else's case but our agent told us it is normal for Ankara embassy to do that and they send the same refusal letters to many people. It is a horrible thing to do but it seems like we individually do not have power over bureaucrats.
We are living seperately now because of visa and i am tired of waiting the unknown. So i want to ask:

1- Is it normal for an Australian embassy to do such big mistakes in visitor visas?

2- Is it possible for Australian citizens partner to apply for visitor visa now and travel with it?

And finally, is there anyone who applied 309 from Turkey?

There are some embassies that no matter what evidence you supply the tourist visa will be rejected.

One forum member her fiance (at the time) was told to stop applying as they will not grant the tourist visa (He had even travelled to other countries when they said he had no travel history).

You may have a better chance at a family sponsored tourist visa which is processes in Australia.

I was of the understanding that with 600 visa you will then need to apply for permission to enter Australia where a 309 you don't need that permission.

Some places have a form letter to which they add a name and date.

1) Yes
2) Yes, you can try, but you will need a travel exemption.
3) Yes

Thanks a lot all of you. I see best option for now is to wait. I hope i'll get good news soon for my partner visa without any need for tourist visa so i can continue my university studies sooner.
But more important thing for me is to meet my husband anyway

I had a similar situation in 2017, then I figured out that the agent who made these mistakes when he filled out my application!
