Applying exemption without any visa

Hello, i wanted to ask if i am eligible to apply for an exemption if I donot have any visa right now. We have applied our pmv last year and havenít got our grant yet. Is it possible to apply exemption and travel in this case?

Immigration state this:

You can't come to Australia until you have a visa. Apply for a visa and include proof (such as your marriage certificate, your birth certificate or birth certificate for your children).

I have seen some 309 and 300 applicants apply for a visitor visa, and get an exemption.

You'd have to apply for a tourist visa first, then apply for an exemption. Visa would not be granted, unless the exemption was granted first. From what I am hearing, even holders of sc. 300 visas are not being granted exemptions.

Some married couples are being refused exemptions, this comment from a married couple: It took us nearly three months, several documents and two rejections to get an exemption. "insufficient evidenceĒ resulted in the first two rejections.
The husband was PR, the wife held a visitor visa.

Getting an exemption is not easy:

But I don’t see 300 visas granted anytime soon. I think this might be the only way out to get back to my fiance.

you can apply for a visitor visa and then apply for an exemption,but just make sure the biometric center in your country is not closed..
