Why offshore and onshore applications?

Does anyone know the purpose of the separate onshore and offshore applications? Covid19 is making a real mess of the process.

I applied for my wife overseas 10 months ago, and we had planned to enter Australia early this year. We will have to enter Australia soon, but should my wife get her visa after we return she may not be able to leave the country to get the visa.

More than onshore and offshore processing being ridiculous, the requirement that you leave the country to receive your visa seems unnecessary.

Any opinions?

Unfortunately, there is nothing you or the Case Officers can do about it because it is legislated. If, for example, a visa must be granted while the person is offshore, it simply cannot be granted when the person is onshore.

Are you referring to a Subclass 309?

It has been arranged so that when immigration stuffs up, offshore applicants do not have merits review rights; in some case sponsors or nominators have review rights.
