Immediate family of Australian citizen returning to Australia during COVID

Hi, hoping someone can help me with a few questions about returning to Australia with my family.

I am an Aussie citizen living in the UK with my kiwi husband and 2 kids (UK citizens who are eligible for but do not have Aussie passports).

We are planning to return home permanently for family reasons and understand we will have to ask for a travel exemption and quarantine for 2 weeks. But I have a few questions:

1) Will my husband be able to get this 444 visa as usual once he arrives or does he need to have a visa before he arrives during COVID

2) Can I apply for a temporary visa (Was thinking either 600 or 651 as I know the ETA 601 is no longer being offered) for the kids (cheaper and hopefully faster) and then once we get home then we can apply for their Australian passports?

If this isn’t possible I guess we will be going for the 101 Child visa but thinking this may take longer and is much more expensive. Does anyone know timings for the 101 at the moment?

3) our alternative to the kids getting visas is to apply for their Aussie passports now from the UK but does anyone have any idea how long that will take and whether I and them will have to send in our passports as part of the application - or can we simply use birth certificates?

This might be relevant.

New Zealand citizens who normally reside in Australia (with a subclass 444 visa or other permanent or provisional visa) can come to Australia. You must carry proof of residency (driver's licence or documents that show your residency). Present it at check-in. You must undertake a mandatory 14-day quarantine at designated facilities (for example, a hotel), in your port of arrival.​

Important: New Zealand citizens and permanent residents not living in Australia can only transit through Australia to return to New Zealand.

The issues seem to arise at the departure airport, where the decision is made whether you will be allowed or not.

It might be worth checking with the airline.
