PR Sponsorship confusion Help Plz!

Hello I hope you can help:

My husband is a permanent resident and has been for under a year now, previously granted a PR via a spousal visa because he married me, now I have afew questions, firstly his brother and sister in law are here in australia on a student visa his sister in law is the main applicant and his brother is a dependant in the application...can my husband sponsor them for a PR...are there any restrictions in regards to this...what visa would need to be applied for in regards to this...or is this not possible as my husband himself has not been a PR for long enough...

any help will be great!

If your husband lives in a 'designated area' he might be abnle to sponsor for a provisional visa, but not for PR.
