Immigration Application Lodgement Date

My immigration application (paper) was received by DIAC on Aug 29, 2008. There was some problem with the credit card and I was notified by DIAC to provide another one. I did provide another one and fee was submitted on Sep 01, 2008.

On page 43 of "http://www.immi.gov.au/allforms/booklets/1119.pdf", under section How to apply for a visa, some rules have been written i.e.

How to apply for a visa
The department offers an online visa application service for all General Skilled Migration
visa applicants. This is the preferred method for lodging your application. Detailed step
by step advice on how to complete and then lodge your application is available from the
department’s website Online Applications – Applications & Forms
If you wish to lodge a valid paper based application you must:
• indicate the class of visa that you want;
• use the correct form;
• provide your residential address;
• pay the required Visa Application Charge (where applicable);
• satisfy any other requirements; and
• mail or courier your application, and payment in Australian dollars (AUD), to the ASPC.

According to 4th rule, an applicant must submit fee to lodge a valid application. Since I submitted it on 1st Sep, my application lodgement date should be 1st Sep and not 29th August. Is it correct?

Its important for me because my IELTS resulst date is 30th Aug and if my application lodgement date is 29th Aug then there MUST be a problem that IELTS result is not before the application lodgement which is a mandatory rule. Kindly help ......

and reading Skilled – Independent (Migrant) Visa (Subclass 175) you may mean that your IELTS reult is before an application lodgement and "not before" as you state.

What you have done is very typical of what can happen when someone rushes an application and does not take the time to read about a visa application thoroughly and use the Checklist diligently.

As to what DIAC do, that'll be up to them and perhaps it'll be OK and to find out you're best to contact DIAC via a PLE - follow links from Contact Us - Department of Immigration and Citizenship

You should also make yourself familiar with the latest DIAC processing priorities - link under recent changes @ Professionals and other Skilled Migrants - Workers - Visas & Immigration for depending on category of visa you are applying for, it could be a few years before processing.
