Process for Partner Visa from Japan

Hi everyone, I am planning to move from Japan to Melbourne in the next few months and I would like to receive your advice about the best process. I am an Australian citizen and I will be moving with my wife (Japanese) and our two daughters (Australian and Japanese dual citizens).
From what I have seen, the best option is to apply for a Partner visa offshore and apply for an ETA tourist visa (3 months) for my wife, along with seeking a special exemption. Then, when we arrive in Australia, we would apply for a Visitor Visa (600) and hopefully extend this until the Partner Visa is approved.
Would this be the best way to proceed?
Also, what types of documents are needed to apply for the special exemption?
