Applying for two visas at the same time?

Hi,

I'm interested in the following potential scenario for my partner:

She applies offshore for both a work visa (482) and at the same time a visitor visa (600).

Some questions about this:

1. Is it permitted to apply for two visas at the same time?
2. If so, which of the following situations will be true: A. The second visa granted will cancel and replace the first visa granted. B. The first visa granted will nullify the second one (if granted) C. Both visas granted will be simultaneously in effect.
3. If 'A' above is true, and let's say the work visa is granted first. Is it possible then to cancel the visitor visa either before the application has been approved or after it has been granted, to avoid it replacing the work visa?
