New 309 rules for applicants in Australia

I noticed today that the Department of Home Affairs is intending to temporarily waive the requirement for offshore partner visa applicants to leave Australia in order for their visa to be granted, from early next year.

I am in this very situation and had pretty much resigned myself to having to apply for an onshore visa because I really need to gain employment rights next year as I have been unable to work on the 600 visa I am currently on. it has a "no work" clause attached.

My onshore 600 visa expires end of January and there has been no word on my offshore partner visa - I applied May 2019. But if I applied for a bridging visa A instead of a new partner visa, would I then be granted employment rights until my offshore partner visa was was processed, or would I end up in the same position I am now? Unable to work in Australia unless I apply onshore.
