Depends on the reason's for the refusals (health or character issues would not be good) and whether information provided in the 600 applications conflicted with information provided with the 309.

I sometimes advise prospective partner applicants who have poor prospects of being granted a visitor visa to apply anyway. At least they have introduced thenselves as partners to an official body (immigration, no less) and when they want to know why the parties are not living together - becuase you refused a visitor visa.

In appropriate cases I advise clients to take advice about claiming overseas parties as dependants when lodging a return with the taxation commissar, even if unsuccessful the parties have introduced themselves as partners to another official body. I succeeded in this, but I am not offering taxation advice.
