Outbound international Travel

What is outbound international travel? I'm a subclass 476 temporary visa holder who haven't made my first entry yet. My extended first entry date is 12 march 2021 and my visa validity expires on 25 march 2021. But according to official sites limitation on outbound international travel has been extended up until 17 th of march 2021. Could anyone please advice me on this critical situation of mine.
1. Is it advisable to write to the CO who handled my visa explaining my situation?
2.Is there any chance for my visa validity to be get extended?
3. Or Do I need to request for individual exemption (temprorary visa holders are not in that list though)

The limitation on outbound international travel refers to Australian citizens/PR requiring an exemption to leave Australia for another country
