Subclass 802 Child visa

At a bit of a loss here about procedure for the Subclass 802 Child visa.

My partner has her 801 permanency and wishes to sponsor her 2 full-time student children to live with us in Australia.

802 child visa requires that the child is onshore

"The child must be in Australia, but not in immigration clearance, when the application is submitted and when we make a decision.

The child can't apply for this visa if they are in Australia on another visa with a no further stay condition."

Do we bring the children here on a tourist visa and then make the application, as we did for my partner's 802/801?

I can't find anywhere that explains the procedure in detail.
