I received my notice to apply for 801 visa a month early

Hi everyone,
I'm a little confused by the e-mail that I just received from the Department of Home Affairs. I received my notice exactly one month earlier than when I would have expected it to arrive. The web site states that the documents for the 801 visa must not be uploaded before the two year period post lodgment of the 820 visa. So, when shall I upload my documents?

On the website, it says you can one month in advance.

I think I have saw people submitting 1 month before 2 years. I am in the same situation as well. I am planning to submit soon, once I have all the documents ready.
