457 Health Waiver Application : Applying Tourist visa when 457 is under process

Dear Experts,

I need some advice regarding my 457 visa application, which became a subsequent Health Waiver application as my 3 year old is DS. My sponsored filed a 457 renewal on 28-Nov-2012. We completed the x-ray and further medical requests by DIAC on 12-Feb-2013.

On 02-Jul-2013, the Case officer notified via the MA that my dependant child did not meet the Health Criteria and a Health waiver has been considered. As a part of health waiver process my sponsored signed a Health waiver undertaking and a submitted to DIAC on 03-Sep-2013. Since then there has been no communication from the case officer. My MA emailed the case officer few times but no reply. Is there any idea how long this might take from here?

Currently I am on Bridging visa B but when 457 was filed, my dependant child was overseas hence did'nt have a bridging visa to enter Australia legally. Just wanted to know is there a way where I can bring my child to Australia via alternate visa (such as a tourist visa subclass 600), untill the 457 application is finalised ?

Case officer was on leave and a new case officer has taken over the case of my 457 visa. The new case officer indicated to expect a decision in one week.
