Skilled visa requirements

Hi there,
My fiance and I have been saving this year, as we planned to apply for a WHV, however, we are now thinking of applying for a Skilled visa, which I have been cleared for before. I am a Primary Teacher and my partner has an honors degree in accountancy. We would like to leave this year if possible as we have no commitments here, however we have a few queries;

1. When we enter Aus what is the financial requirement for each individual/couple/married couple to suuport themselves?
2. How long does this process tend to take?
3. If we were to get married before immigrating is the process simpler?

Thanks for any help with initial enquiries.

Hi jennarar and welcome to the forum, your questions needing quite some things explained and so bear with me.

It would probably be best [with conditions met] to use your partner's qualifications for immigration as there is a priority system in place - http://www.immi.gov.au/skilled/gener...processing.pdf
You will see from the Critical Skills List linked to that page that whereas Primary teaching is not on the CSL, Accountancy conditionally is.
Your partner would need to get a score of sevens at IELTS.

If you apply at the moment without an occupation on the CSL, processing time could be an indefinite number of years for there is also currently a numbers capping and if more higher priority applications are received, lower priority applications can continue to just wait at a holding stage.

The other option you could choose to look at would be Employer Sponsorship [ES] which as you can see is top priority and that approach is usually by far the quickest [ if you have readily found an eligible Sponsor]

If you start at Workers - Visas & Immigration you will see the Employer Sponsor as top heading link and the Professionals etc. one next will take you into the independent approach.

The key difference between the two and one of the reasons for Employer Sponsorship being quicker is that there is no points testing involved with the ES though having a qualifications assessment would probably still work in one's favour re accountancy and on the second heading link - Professionals and other Skilled Migrants - Workers - Visas & Immigration , second link on there is the Skilled Occupations List [ a basic list from which the CSL is developed ] and look at accountancy on there and you'll see there're three different organisations that assessment can be done with, their website/contact details being after the occupation listings.
A-Z Occupations List - Australian Skills Recognition Information is also a good reference site.

So to untwist your mental gymnastics a little,
the two options summarised:

. Qualifications assessed [ first step] and then

. Suitable employer > Employer Sponsorship [ES]
There is the option of getting a temporary residency sponsorship [ the 457] as a step towards a permanent residency sponsorship or even applying for permanent residency independently once in Australia or you may seek a permanent residency sponsor from the start [ ENS/RSMS], there being different eligibility criteria.

Or

. IELTS examination to score 7.
. Apply for an Independent 175 visa
. With the points tested independent approach there is a basic no points requirement of 12 months experience within the last 24.
A total self assessment table under the eligibility section for that visa.
You can apply for the independent offshore 175/176 visas whilst in Australia but no bridging visa applies and you would need a short trip offshore once the visa was ready to be granted for it can only be granted offshore.

You could still come out on WHVs and look for employer sponsorship while here but best to have your qualifications assessed beforehand.

You'll find the various visas headings for either approach by clicking on the above two main headings mentioned and then choosing Visa Options and you have basically a menu driven system taking you for ES to Temporary or Permanent or for Independent to Inside or Outside Australia and then under Visa Headings you'll find sections that include eligibility and Applying for this Visa , the latter having a Checklist

Read thoroughly including all links, particularly in the above sections and with Checklist.

So getting back to your questions:
1. Ironically one could say, there is no financial package or requirement specified re skilled stream visas and something really left to the planning for applicants, given people from some countries are eligible for reciprocal medicare benefits [including the UK is it?] though even with PR visas, there is a two year wait period before eligibility for any social security benefits kick in.
You could say that Qualifications assessment [ both not a bad idea], a PR visa fee, associated medicals and police checks and airfares for two is not going to leave a lot of change out of $10,000 though have a look at www.airasia,com for Stansted > KL > Oz savings.
I've read of families with a couple of kids having about $10,000 to their name on arrival [ luckily picking up work quickly] so another $10,000 ought to be reasonable for a couple able to go backpacking/www.wwoof.com.au etc. if need be or if using an ES and having a job to start at.

2. How long?
. Allow 1-3 months for Qualications assessment, the ICAA may be less onerous than the CPAA though CPAA may be the one to ultimately join for professional reasons.
. At the same time you could look into assessment with Teaching Australia, and then on arrival you would still need registration for the state you settle on and likely a further police check re clearance for working with children.

. After assessment and IELTS [do while Qualifications are being assessed] , even for an occupation on the CSL is likely to take the better part of a year, 6-9 months being blessed!

For an ES, once an employer is found it could be anywhere from 1- 3+ months

3. Getting married will not necessarily make the process any simpler for whatever visa is chosen, one can be the primary applicant and the partner becomes a secondary applicant [ still requirements] and the only way it could be better would be if there was no evidence of a relationship but if you have that, then not a problem.

So some more reading, thinking and decisions for you.

Thanks very much for the info wanderer! We certainly do have some thinking to do! We are Scottish, as you guessed, sorry that wasn't clear! I'm a little taken aback that I'm out of date in thinking that Australia still needs teachers, my partner does not yet have any experience in his profession yet. Will this cause difficulty? Also, my Australian relatives may be willing to sponsor us, how does the sponsor system work? x

Teachers will probably always be on the Skilled Occupations list jennarar, Primary Teachers too and even possibly on the next step up which is the Migrant Occupations Demand List [ MODL ] but it is just for now that things have got extra selective with the prioritisation CSL, that being a move towards immigration hopefully more matching employment needs whilst there's an economic crisis cloud still about.

Your partner not having experience will put your planning back a bit whilst he gets at least 12 months for the basic requirement re independent visa process and even with employer sponsorship and though there's no specific ammount of experience specified, you'll see under eligibility - Temporary Business (Long Stay) - Standard Business Sponsorship (Subclass 457) there is a requirement re matching position requirements.

If you came out on WHVs and he was able to get some short term appointments, there being a six month maximum period with any one employer he may be able to get a 457 sponsorship and there is also an independent points tested onshore regional provisional visa that he would be eligible for and you too - the 487 - Skilled – Regional Sponsored (Provisional) visa (subclass 487)

They are for regional areas of course and may not be processed with any great speed but because they are an onshore visa, you would be eligible for a bridging visa from when the WHV ended.
You could whilst on the WHV consider doing three months of specfic work or WWOOF Australia in regions to get a second WHV of a further 12 months and either way there would be extra time to accrue some experience if positons could be found.

And you would have two strings to your bow for it could be that once here you may be able to be sponsored in teaching and then your partner becomes the secondary applicant.

Sponsorship by relatives only comes into it if you wanted to apply for a 176 visa instead of the 175, the sole difference being sponsorship, either by a state or territory or with family sponsorship and though it reduces the number of points required it'll not speed up processing and again no bridging visa because of being an offshore visa and the overseas trip necessary for granting.

You'll see them side by side under Visa Options and in actual fact when you put in a 175 application it can be a converted to a 176 merely by having sponsorship if attained later.
